ENGAGEMENT-PERMANENT & PENSIONABLE
The entry and training grade for this cadre.
Basic Salary Ksh. 41,320
House Allowance Ksh. 12,800
Commuter Allowance Ksh.5,000

(a). Duties and responsibilities
Reporting to the Chief Sergeant-At-Arms, duties and responsibilities will entail:
i. Supervision of junior staff within the department;
ii. Ensure safe custody of the mace;
iii. Implement specific instructions on maintenance of the First Aid Kit and report;
iv. Routine inspection of the fire equipment and report;
v. Implement plans for organized security drills;
vi. Update senior officers on emerging security critical incidences;
vii. Implement specific instructions on custody of security items and other equipment;
viii. Undertake duties to meet desirable housekeeping standards;
ix. Performing chamber and ceremonial duties as per the laid down guidelines;
x. Providing fire and safety protective services;
xi. Undertake access control duties - receiving visitors and suppliers to the assembly and directing
them to the respective staff or department in the county assembly;
xii. Perform crowd control management duties;
xiii. Perform duties towards maintenance of decorum, law and order within the precincts of the
Assembly;
xiv. Preparing and maintaining members attendance registers;
xv. controlling of authorized parking to ensure order and security in the county assembly premises;
xvi. ensuring that CCTV cameras are functional and are well manned; and
xvii. ensuring that conference facilitation are availed and secured especially when committee go out of
the assembly.

b). Requirements for Appointment
For appointment to this grade, an officer must have:
(i) served in the grade of Sergeant-At-Arms II for at least three (3) years OR in the
disciplined forces in a rank not less than Inspector for a period of not less than five (5)
years for direct appointment;
(ii) Bachelor’s Degree in Security Management /Investigations, Criminology and Forensic
studies or its equivalent qualification from a recognized institution;
(iii) Certificate in fire-fighting and first aid;
(iv) An exemplary service certificate;
(v) A valid certificate of good conduct;
(vi) A Paramilitary/Military Training qualifications; and
(vii) Shown merit and ability as reflected in work performance and results.
